In the criminal trial for the Oloè bridge tragedy, which occurred in the Cleopatra flood of November 18, 2013 , where officer Luca Tanzi died, acquittals and statutes of limitations were reached. But on the civil level, before the Cagliari Water Court, the expert report paints a very different picture. According to the court-appointed expert witnesses, appointed by the Court, the tragedy was foreseeable and avoidable, and the Province bears "clear," "serious," and "unequivocal" responsibility .

The report explicitly speaks of a "direct causal link" between the agency's omissions and the accident that claimed the life of police officer Luca Tanzi , who died in his service car when a bridge abutment collapsed. The consultants identified the key issues: the lack of technical measures to monitor the bridge, a reopening without adequate checks, and the lack of automatic traffic control devices. The consultants stated that "the adoption of appropriate measures would have prevented the accident." In essence, the tragedy was not only the result of an exceptional natural event, but also "of the systematic failure to comply with specific regulatory requirements and negligence in fulfilling established institutional duties."
