"The decree law on suitable areas, published today in the Official Journal, is an act of force that tramples on the role of the Regions and completely ignores the voice of the territories," said Regional President Alessandra Todde, regarding the "Transition 5.0" decree approved yesterday. "Sardinia had already rejected this approach at the Conference of the Regions on November 5th, but the Meloni government, fearing a negative opinion from the Unified Conference, chose the shortcut of the decree law, violating the principle of loyal cooperation ," the governor added.

"This confirms a method we've become familiar with," the president emphasizes, "avoiding dialogue by centralizing decisions regarding the environment, landscape, and land-use planning. It's preferable to impose from above rather than build a shared path."

The president then delves into the merits of the decree: "The measure nullifies all regional laws regarding suitable and unsuitable areas for renewable energy plants and requires that authorizations be based exclusively on state legislation . The regions are being stripped of their role as guarantors of the territory."

In practice, Todde specifies, "Rome will determine what is suitable, even going so far as to consider ports suitable for offshore wind power. And the regions are being asked to adapt their regulations to the government decree, eliminating the possibility of managing the energy transition according to local needs."

"Even more serious," the president continues, "is the provision that allows installation of plants under 1 MW even in UNESCO protected areas. This is a worrying sign: the quality of the territory is being sacrificed to make room for interests that have nothing to do with a truly sustainable energy transition ."

"Our Law 20 did exactly the opposite," the president continues, "it protected the landscape and the environment, preventing harmful projects. For a year, not a single permit that would compromise the territory was granted, disproving every narrative that it was ineffective."

"We will not accept this expropriation of jurisdiction. If necessary, we will appeal to the Constitutional Court to defend Sardinia's prerogatives and our Special Statute," Todde emphasized.

Regarding the proposed law to use military areas for renewable energy production, "which had sparked so much outrage, we now find it written in black and white in this decree. It is no longer a proposal: it is law," the president added. "We have the right to request the return of areas not used for military purposes, and this right is being jeopardized by an unjust law that undermines decades of battle." "These are all attacks on our autonomy, which I personally and the entire council will oppose with all the means at our disposal. Let us all mobilize together to defend Sardinia," she concluded.
