Masullas and Villaurbana are also among the smartest villages in Italy. These two municipalities in the Oristano province were recognized among the best towns with fewer than 2,000 inhabitants in the 2025 ranking compiled by the prestigious City Visione Score, in the "Villages - South and Islands" category.
Masullas is in first place, Fordongianus in third, and Villaurbana in fourth . The ranking is almost entirely dominated by Sardinia, with Siligo, in the province of Sassari, in second place and Fordongianus, also in the province of Oristano, in third. The City Vision Score is a national ranking that measures the level of "smartness" of Italian municipalities based on six strategic guidelines: smart governance, smart economy, smart environment, smart living, smart mobility, and smart people. Indicators include digital governance, environment and sustainability, services and quality of life, culture and innovation, mobility and connectivity.
Masullas. "A national recognition of the innovative and visionary work carried out by the municipal administration," was Mayor Ennio Vacca's first comment. The award was presented last week in Padua during the States General of Smart Cities, the largest Italian event dedicated to the digital and sustainable transformation of local communities. This achievement follows last year's second-place finish. "This award," Vacca continued, "is a recognition that goes far beyond technology. It is the fruit of a different approach to governance; a public administration that listens, experiments, innovates, but above all puts people at the center. Masullas demonstrates that even a small town can be great when it has vision, courage, and a community that believes in the future. Last year we were second, today we are first: it's a sign that we are growing, improving, and that we are headed in the right direction."
Villaurbana. The municipality of Arci-Grighine also ranked fourth in the national "City Vision" report. "As an administration," Mayor Paolo Pireddu commented, "we work constantly, together with our offices, to improve the service offering, making them increasingly easily accessible and investing in digital technologies that improve both our work and the lives of our citizens."
