In Sardinia, during 2023, 20,495 new Ivs pensions ((disability, old age and survivors) were paid by INPS, which are added to the 425 thousand already in force: therefore just under one in three residents benefits from them.
The island also exceeds the national old age index by more than two percentage points. With 26.8% of the population composed of over 65s (compared to 26.3% in 2022) and with a ratio between deaths and births that presents a constantly worsening natural balance. This is Sardinia photographed by the social report of the National Social Security Institute presented at the headquarters in Viale Diaz in Cagliari.
Regional pension amounts are lower than the national average, and payment times are on average within 30 days.
For civil disability, the figure is constantly growing with 20,316 new benefits paid in 2023 (+8.8% compared to 2022) and 128,438 existing benefits.
With reference to the labor market, the data show, as for the other regions, an increasing gross domestic product. In the face of the increase in the employment rate, there is also a slight decrease in the unemployment rate. The labor force employment index shows that the most important sectors are trade, state institutions, the financial sector, and accommodation and food services.
A significant figure emerges for Sardinia: despite a reduction in the average number of businesses compared to 2022 (from 150,650 to 147,927), there is an increase in the average number of employees, which goes from 490,995 in 2022 to 522,650 in 2023. Furthermore, although they remain largely prevalent (96.8% of the total), the number of micro-businesses (from 1 to 9 employees) is reduced compared to 2022 and the number of small (10 - 49) and medium-sized (50 - 249) ones is increasing. In the private sector, average daily incomes remain lower than the national average. With reference to social safety nets, 2023 saw an increase in the number of beneficiaries of termination of employment, mainly due to the increase in accepted Naspi applications. The Sardinian offices paid the benefit within 30 days for approximately 94%. Even for ordinary redundancy payments, the average authorization times went from 44 days in 2022 to 24 days in 2023.
"The socio-economic context - said the regional director Francesco Ciro Di Bernardo - has improved compared to 2022. We ourselves as INPS have made significant progress: we are at a level of internal organization that allows the liquidation of average pensions in 30 days. The same goes for unemployment. We are practically starting that new form of presence on the territory, bringing INPS to places where it is not present. Employment has increased, this is a more than positive fact, even if there is an increase in fixed-term contracts but this is a phenomenon that can be generalized throughout Italy. Another positive fact: there is a high percentage of Durcs that are regular from the start, a testimony to the responsiveness of the corporate fabric to this post-Covid recovery".
