Insularity, the Reformers' appeal to Meloni and Todde: "Implementing the Constitution is the duty of those who govern."

"Implementing the Constitution is an immediate and imperative duty of those who govern the State and the Region." This is what the Reformers wrote in a letter addressed to Prime Minister Giorgia Meloni and Sardinia Regional President Alessandra Todde , urging the identification of legislative tools, programs, and policies to mitigate the disadvantages associated with insularity.
" The State and the Region have a direct and non-waivable responsibility : to fully implement the constitutional principle of insularity , enshrined in Article 119 of the Constitution. This is not a favor to the Sardinians: it is an obligation established by the Charter," state Michele Cossa, Aldo Salaris, Gabriella Mameli, Umberto Ticca, and Giuseppe Fasolino. "The decision to build the Strait Bridge ," the Reformers point out, "represents Sicily's most direct response to the market failure caused by its insular disadvantage. Sicily will have a stable infrastructure , which certainly won't solve all its problems, but it will reduce travel times and costs to the mainland, benefiting all citizens (not just Sicilians). Sardinia, however, remains the only large Italian island without a stable connection to the mainland : its structural disadvantage becomes even more evident."
For Sardinia, the challenge is even more complex: insularity is compounded by peripherality, meaning its distance from major markets and decision-making centers. "This dual economic and social disadvantage cannot be addressed with sporadic and disorganized interventions, but with a targeted and shared national strategy."
