The Insularity in Constitution Scientific Committee is against the currently ongoing destruction of Sardinia's landscape and environment. The recognition of Insularity in the Constitution means recognizing equal opportunities for those who live on the island but also specificity to the landscape, the environment, the cultural, material and immaterial assets of the island. The Committee's objective has always been to delve deeper into and disseminate the issues underlying insularity . An episteme with characters and profiles that the Sardinians perceive and recognize as foundational. This was before the "European Landscape Convention", signed in Florence in 2000, and the art. 9 of the Constitution which states: «The Republic promotes the development of culture and scientific and technical research. It protects the landscape and the historical and artistic heritage of the nation. It protects the environment, biodiversity and ecosystems, also in the interests of future generations." And before the art. 41 which states: «Private economic initiative is free. It cannot take place in conflict with social utility or in such a way as to cause damage to health, the environment, safety, freedom or human dignity. The law determines the appropriate programs and controls so that public and private economic activity can be directed and coordinated for social and environmental purposes".
The Regional Landscape Plan of Sardinia of 2006, implementing the Cultural Heritage and Landscape Code of 2004, recognizes, at present, constitutional status only for a portion of the island. Extending the PPR to the entire Sardinian territory with a specific law overcomes the current disparity in the protection of the different areas of Sardinia and saves the internal areas and their landscapes, an asset that generations have built over the millennia; first economic source also in tourist conversions. The irreversible and unjustified destruction deprives the inhabitants of the legitimate "right to the landscape" and the landscape, in turn, of the right not to be irreversibly distorted.
