«A sudden and, in some ways, unexpected acceleration in the completion of the work on the pavilion that will house, inside the Cagliari-Uta penitentiary, the inmates destined for the 41 bis regime. After a long period of stagnation, in fact, the work has resumed at a rapid pace, leading us to believe that within the year, probably in November, another 92 inmates destined for the maximum security regime will arrive in Sardinia, in shifts».

Maria Grazia Caligaris, president of the association "Socialismo Diritti Riforme" supports this in a note, observing that «once again Sardinia will exponentially increase the presence of people deprived of liberty with a high dangerousness index, in the general silence of the local institutions».

The prisoners of the 41 bis regime, already present in Sassari-Bancali, "will reach the remarkable number of 180, over 25% of all the most dangerous inmates while the island still has to deal with serious staff shortages at all levels", he adds.

"The prediction of an imminent opening of the section for prisoners under 41bis is well-founded," he states, "by the surprise visit of Antonio Bianco, head of the general management for the management of assets, services and interventions in the field of prison construction, to the Ettore Scalas penitentiary institute. Ernesto Napolillo of the general management of prisoners and treatment was also present during the inspection, aimed at verifying the state of the work. Two former magistrates, leading figures in the department of penitentiary administration."

According to Caligaris, "it was not a simple courtesy visit, but an inspection aimed at verifying the implementation of the prison construction program after the new financing to complete the Pavilion. In fact, the structure had not been completed since the registration offices, the infirmary and the spaces suitable for the agents of the mobile operational group, the specialized department of the penitentiary police, had not been built."
