Absolutely prohibited is the "keeping, even temporarily or for short periods, of dogs, cats, or other pets on balconies, terraces, courtyards, verandas, shared outdoor areas, fences, or confined spaces without adequate insulation or masonry, particularly between 10:30 a.m. and 6:30 p.m."

This summer, marked by recurring and unusually hot weather, Quartu Mayor Graziano Milia signed an ordinance requiring immediate, precautionary, and preventative measures to protect the well-being of our four-legged friends.

The document requires avoiding direct exposure of the animal and its enclosure to sunlight, ensuring permanent shade, including with suitable shade cloths. It also mandates ventilation in the enclosure, the provision of fresh, potable water, and the ability to independently access internal spaces within the home or suitably cooled shelters.

"Animal welfare is a fundamental value that reflects a society's level of civility and empathy," explains Milia. "Every sentient being deserves a dignified existence, in conditions that respect their physical and psychological needs, and our daily choices have a direct impact on their quality of life. I am firmly convinced that a world more respectful of animals is a more just, responsible, and future-oriented world, including, but not limited to, a balanced ecosystem." The ordinance is effective immediately and until September 15th , subject to extensions or early termination due to weather conditions.

Enforcement of the ordinance will be carried out by the Municipal Police, the local state police forces, the ASL veterinary service, and the Zoofile Special Security Guards recognized by animal protection associations.
