Hydrogeological risk, civic uses, violation of archaeological sites: Nuoro's "no" to the lords of the wind

A common strategy to defend oneself from the assault of the lords of the wind who, around Nuoro alone, already have requests for the installation of 167 wind turbines .
This was the theme at the center of the meeting which was held yesterday evening in the headquarters of the mountain community of Nuorese-Gennargentu-Supramonte-Barbagia in which the mayor of Nuoro Andrea Soddu, the mayor of Fonni Daniela Falconi, the mayor of Orani Marco Ziranu, the mayor of Oliena Sebastiano Congiu, the mayor of Mamoiada Luciano Barone and the mayor of Orgosolo Pasquale Mereu.
THE REQUESTS – The first citizens took stock of the authorization requests received so far by the administrations , which in the area around the capital alone would lead to the installation of 167 wind turbines , agreeing on the need to implement a series of initiatives to try to govern the phenomenon, defined as " a real uncontrolled assault on the territory " on which the municipalities must be able to intervene.
THE OBSERVATIONS – Meanwhile, regarding the “Orgosolo-Oliena” park that the Scirocco Prime company of Taranto would like to establish in the valley overlooked by Mount Corrasi and the Supramonte of Orgosolo, the Municipality of Nuoro has sent to the Ministry of the Environment and energy security and to the regional environmental defense department their observations expressing an opinion against the implementation .
The observations especially on the future construction of the Rnt electrical station of the Terna company in the industrial area of Prato Sardo and the works for the power line connecting to it , the route of which extends for approximately 43 kilometers in the municipal territory, with violations of archaeological sites, and high hydrogeological risks. Having compared the documents to the current Puc, the office observes that as regards the Terna switching station, the construction would fall in area D1 (i.e. "Green areas equipped for sports for public use"), in which the construction except for facilities intended for sports and leisure. The sorting station would fall within the 100 meter buffer zone from the archaeological area of Prato Sardo in which any construction or other action that could compromise its protection is prohibited.
THE POWER DUCT - While the construction of the power line for a large part of the route falls within areas for civic uses which cannot be subject to expropriation and use or change of intended use , unless previously permitted by the Municipality as managing body of the civic heritage, by resolution of the municipal council. A route, that of the underground power line, which would cross the town centre, in particular along via Biasi, via San Giovanni Bosco and via Marongiu, and for the municipality would create dangerous interference with the unidentified canals of the Rio Thiesi and Rio Carros. in the project, with consequent critical issues for the planned excavation works. And hydraulic clearance would be required from the competent services of the Sardinia Region, without which the work cannot be authorised.
Furthermore, an intervention which from an environmental and landscape point of view would impact Mount Ortobene, a protected Zps area , included in the Natura 2000 network and subject to landscape constraints with a ministerial decree of 10 March 1956, which underlines, among other things, that the area "forms a natural framework of singular panoramic beauty that can be enjoyed from various sides, and also offers points of view accessible to the public from which one can admire a vast panorama and the city below".
The document sent to the ministry highlights that "there is no obstacle or prejudice on the part of the municipal administration to the creation of such infrastructures also in its own territories, but that it is also true and evident that the identification of the sites should not be postponed exclusively to private companies . It is believed that it should be the subject of State-Regions-Local Authorities co-planning. This is in order to quantify and measure the real energy needs considering local realities, territorial planning, environmental protection and the opposing economic and social interests involved”.
