Perplexity of the Cgil, Cisl and Uil unions after the meeting with the regional councilors for Labor Desirè Manca and for Health Armando Bartolazzi summoned to Cagliari to discuss the measure for the hiring of nurses and healthcare assistants through the activation of experimental employment sites, already approved with the allocation of 18 million euros.
A provision aimed at the unemployed that aims to plug the staff shortage with fixed-term hiring in health companies that, according to Councilor Manca, "have all run out of hiring capacity."
But, the unions point out, "the data at our disposal does not show that all companies are in this condition, and this is already a first problem because there are companies that could hire and do not do so also due to the lack of administrative staff".
Beyond this, according to the three acronyms " there is the risk that a similar measure, depending on how it is implemented, could interfere with the hiring paths already defined, both by limiting the hiring capacity of permanent staff and by altering the rankings. A decidedly unacceptable prospect".
This criticality intersects with another, «namely the type of contractual framework that will be chosen by the department because - underline Cgil, Cisl and Uil - it is essential to avoid creating new discriminations between employees».
Among the problems identified is also that relating to the development of projects by companies: «It was presented to us as an emergency measure that should therefore be developed in a very short time but, at the same time, it provides for the development of projects by companies with the involvement of the general managers, the same ones that the Council is preparing to appoint as commissioners and, obviously, through the active collaboration of the administrative staff who are already lacking and overworked».
Cgil Cisl and Uil have therefore clarified that «the health system needs stable personnel and structural interventions, therefore stabilizations, scrolling of rankings and new competitions».
