The Gimbe Foundation 's National Health Service Observatory continues its independent monitoring of the implementation of the PNRR's health mission.

Under scrutiny, in particular, is the process for establishing Community Houses , the local health and social care facilities envisaged by the National Recovery and Resilience Plan (NRRP) to ensure local, integrated, and multidisciplinary healthcare and offer primary and specialist care, nursing services (including family nursing), and social support, aiming to reduce hospitalizations. In this regard, the latest Gimbe report emphasizes, Sardinia appears to be lagging behind, to the point that NRRP funding could be at risk.

According to Gimbe, in fact, on the island there are 79 planned Community Houses of which, based on the latest available data, 41 (51.9%) have at least one declared active service (against an Italian average of 45.5%; Agenas data as of 31 December 2025).

There are 35 planned community hospitals, of which, according to the latest available data, 2 (6%) have at least one declared active service (Italian average of 27%; Agenas data as of December 31, 2025). Finally, the Gimbe observatory notes that only 24% of Sardinia's citizens have expressed consent to accessing their documents in the Electronic Health Record (EHR), compared to the Italian average of 44%. The number of documents available in the regional EHR is above the national average: in Sardinia, 16 documents out of the total 20 types of documents required by the Ministerial Decree of September 7, 2023, are available (Italian average: 14).

"Just three months before the final reporting on the PNRR's health mission, due on June 30, 2026," states Nino Cartabellotta, president of the Gimbe Foundation , "the goal of making Community Homes and Hospitals fully functional—a prerequisite for achieving the targets— is still far off, with slow progress and unacceptable regional inequalities. Structural delays, the partial activation of services, and the shortage of healthcare personnel, particularly nurses, are weighing heavily. Community Homes are also burdened by the delay in involving family doctors, a key figure in local healthcare. This is why," Cartabellotta continues, " with three months to go, the Government and Regions, in addition to accelerating their efforts, must seriously acknowledge the risks associated with the PNRR's final reporting, which currently does not envisage any timeline."

"The first risk, which must be avoided at all costs," concludes Gimbe's president, " is not meeting the European targets and having to repay the non-repayable grant . The second is hitting the national target thanks to the results of a few regions, without reducing regional and territorial inequalities, which actually risk widening."
