In 2024, almost all Regions and autonomous Provinces passed the ministerial "report card" on Essential Levels of Assistance (Lea): 18 out of 21. Sardinia is among the "promoted" with a score of 212 (maximum score 300).

According to an analysis by the Gimbe Foundation, Sardinia ranks 15th among the regions and autonomous provinces and has been found to be compliant according to the New Guarantee System (NSG).

Compared to 2023, the Region's overall score improved by 20 in 2024. Specifically, based on the assessment of the new system's 27 indicators, divided into three areas (collective prevention and public health, district care, and hospital care), the region ranks 13th for prevention, 17th for district care, and 18th for hospital care.

In the same year, however, nearly 5.8 million Italians forwent at least one medically prescribed visit or diagnostic test, according to Gimbe, citing ISTAT data. The region with the highest percentage is Sardinia : 23.9% of those who had received other services and 8.7% of the rest, according to the National Institute of Statistics report.

"These two seemingly contradictory snapshots," says Nino Cartabellotta , president of the Gimbe Foundation, "if in 2024 almost all regions are promoted while private spending and healthcare forgoings increase , we can't conclude that healthcare has suddenly improved. Rather, it means that the ministerial report card has a very limited ability to measure citizens' actual demand for essential levels of care."
