In Gonnesa, the PUC (Public Urban Development Plan) prevailed over the construction of a photovoltaic park in an agricultural area. The Regional Administrative Court (TAR) rejected the appeal of Branduzzo Energia, a company that submitted a project for a photovoltaic park in Moru Nieddu, in an area classified as E3 (i.e., agricultural), which the Gonnesa PUC (Public Urban Development Plan) adapted to the PPR (Planning Plan).

After the Municipality of Gonnesa rejected the request, citing the implementing provisions of the PUC, the company appealed to the Regional Administrative Court (TAR). The court had already rejected the request for a stay in October 2024, but has now ruled on the merits, declaring the appeal inadmissible and ruling in favor of the Municipality of Gonnesa.

The photovoltaic park in Moru Nieddu will not be built: the municipal administration's approach to all the requests for renewable energy systems, at least ten, that have arrived at the building on Via Sant'Andrea, has been recognized.

"We have always rejected all requests, not because we are opposed to renewable energy," says Gonnesa Mayor Pietro Cocco, "but because the companies want to install parks in areas where the Municipality has planned a different development. We believe, however, that our PUC, in line with the Regional Landscape Plan, should have priority in municipal land use planning, and this has been recognized by the TAR ruling, which could now set a precedent in similar cases with PUCs aligned with the PPR."
