The regional departments for Environmental Protection, General Affairs and Personnel, and Planning and Budget are committed to overcoming, as quickly as possible, the critical issues that emerged in the proposed changes to the 2026-2028 budget of Forestas, related to the use of resources subject to specific allocation constraints established by law.
As highlighted in a press release, Councilors Rosanna Laconi, Sebastian Cocco, and Giuseppe Meloni (who is also Vice President of the Executive Board) have launched a joint effort, with the support of their respective Directorates-General and offices, " to reconstruct the framework of the resources actually available and usable in the Forestas budget, as a prerequisite for identifying the solutions needed to overcome the critical issues that have emerged and ensure the continuity of the Agency's reorganization and operational strengthening process ."
The review, already underway, concerns the amount and allocation of resources, commitments undertaken, and usable savings. In light of the comments raised by the Financial Services, the Departments are examining the coverage framework in depth to promptly and responsibly identify the solutions needed to overcome the identified critical issues, determine the resources actually available, and quantify any additional needs.
" Our first responsibility is to provide full clarity on the Agency's financial framework ," emphasizes Councilor Laconi. "We must clearly distinguish what Forestas can support with its own resources from what requires additional regional funding. This is an essential step in making informed decisions, addressing emerging issues, and ensuring continuity of commitments made, in the best interests of workers and the local communities." The findings of the review will allow us to verify the adequacy of financial coverage compared to planned commitments and, if necessary, quantify additional needs and formulate a proposal for allocating the necessary additional resources.
" The priority is to promptly implement the necessary measures ," emphasizes Councilor Cocco. "Professional progression and position recognition, along with the continuation of the hiring plan, are crucial steps to enhance staff skills and strengthen the workforce. We want to ensure continuity on this path, ensuring regular procedures, secure resources, and sustainable commitments, in the interests of workers and the Agency's operational capacity."
The survey will also allow us to quantify any residual financial needs, with particular reference to the continuation of the hiring plan, and to identify possible coverage within the regional planning, including for the next budget law, respecting the responsibilities of the Regional Council and the Regional Executive.
"Our shared goal is to ensure continuity in Forestas's reorganization, enhance the work of our staff, and create the conditions for the continuation of our hiring plan," emphasized Giuseppe Meloni, Vice President of the Region and Councilor for Planning and Budget. "Together with Councilors Laconi and Cocco, we are working to quickly overcome the critical issues that have emerged and follow through on the commitments made, starting with those projects that already have the necessary funding. The ongoing review will allow us to precisely identify the resources actually available and quantify any additional needs, so as to evaluate the necessary additional financial measures, including in the next budget law . There is a shared political will to advance this process promptly and responsibly, in the interests of workers, the protection of our environmental heritage, and services to Sardinia's communities."
