"The Meloni decree humiliates autonomous regions like Sardinia."
With these words, Regional President Alessandra Todde, in a video posted on her social media channels, commented on the measure that regulates areas suitable for the installation of renewable energy plants. She reiterated: "We will challenge it before the Constitutional Court."
Todde recalls that the previous "Draghi" decree explicitly established that the definition of suitable areas was the responsibility of the Regions. "The Meloni decree," he emphasizes, "completely erases this authority, transferring everything to Rome and declaring that the Regions cannot plan their own territory. This is nothing short of autonomy." The Sardinian law on suitable areas was subsequently ignored in every authorization body and ignored.
Among the main points considered most damaging by the Meloni decree, according to Todde, " are the possibility of installing photovoltaic panels within 500 meters of UNESCO sites and authorizing wind farms in ports; the provision that allows the state to use military easements for photovoltaic and wind power in non-operational areas," which, the president argues, "is in violation of Article 14 of the Sardinian Statute, which states something quite different: that when a state-owned property is no longer used by the state, it must return to the jurisdiction of the Region. Here we have an ordinary law that seeks to violate a constitutional provision, such as our Statute," Todde states, adding: "There is a risk of energy speculation orchestrated by the central government."
Todde then announced that the Region is ready to use "every instrument provided for by the Constitution" to defend Sardinia's statutory prerogatives: "We will oppose it with all our strength. We will take our case to the Constitutional Court, because this decree humiliates a special-statute region like Sardinia."
