A figure that is almost double the national average, and which highlights the dramatic situation in which the island's healthcare system still finds itself: in fact , the percentage of Sardinians who, in 2024, gave up on seeking treatment has grown to 17.2%, approximately one in six, against a national average of 9.9% .

A leap of almost 4 percentage points compared to 2023 , when the figure stood at 13.7% according to the Istat Bes values elaborated by the regional Cgil study center, and therefore "a worsening - observes the secretary of the Cgil Sardinia Fausto Durante - which must question us on the actions undertaken and to be undertaken to reverse the trend".

Weighing on the renunciation of treatment are "the waiting lists", but also "the low incomes that discourage mobility towards other regions (7.1%, compared to 8.6% nationally and 11.3% in the South)".

According to data released by the union, in 2024 life expectancy at birth on the island is also lower than the national average: 82.8 versus 83.4 . And it is even worse for life expectancy in good health: 55.8 is the average number of years that Sardinians can expect to live in good health versus 58.1 for the Italian average.

Added to these data are the delays in spending the Pnrr funds earmarked for the Health Mission, drawn up by the national Cgil : Sardinia is in second-to-last place among the regions of Italy in starting construction sites for both the Community Houses and the Community Hospitals. Already in the previous report, in February, of the 604 million euros financed to implement 284 projects, as of 31 December 2024, just 6.5 percent had been spent compared to an already low national average of 18.1 percent. "This delay - comments the secretary Fausto Durante - highlights that, unfortunately, we are not doing well on the national front but that in Sardinia we can do even worse".

As for the Community Houses, according to the new Cgil report regarding the data updated to March 31, of the 94 and a half million euros financed, only 3.8% have been spent (against a national average of 12.4%) . It must be said that Sardinia has seen an improvement in the data regarding the delay in starting work, which drops to 78% while it was 93.9% on December 31, but it still remains among the worst regions, second only to Molise.

For community hospitals, instead, 4.2% of the 48 million financed was spent (against a national average of 11%) . In the previous survey, Sardinia was fourth among the worst regions for delays in starting work (84.6%) while in March 2025 the percentage drops to 62% but the Island falls back to second place among the worst.

"All these indicators confirm what citizens in Sardinia experience on a daily basis on the health front, a real emergency that cannot be addressed with these delays - concludes the secretary of the Cgil Sardinia - especially when additional resources are available such as those of the Pnrr which have the precise objective of improving the regional health system as a whole, an opportunity that must be seized without further hesitation".
