Cagliari's new stadium, the tender is still being debated but (perhaps) there is a date

"This opaqueness is no longer acceptable on a project that will keep the City Council busy for 50 years . I will appeal to the Prefecture." Giuseppe Farris, a city council member for CiviCa 24, when he discusses Cagliari's new stadium, rather than engaging in the typical political invective of an opposition figure, seems to be writing the script for an episode of "Who Has Seen It?" And borrowing the title from the famous show, he reconstructs the latest episodes of a story made up of announcements that have been consistently denied by the schedule. With the stadium in the role of the "disappeared" with a unique characteristic: it doesn't exist yet. Although, perhaps, there is a new date to be met to give it a concrete form.
Farris' accusation
"On July 30th, as is known, the City Council approved the resolution for the declaration of public interest and the transfer of the surface rights for the construction of the new stadium," Farris reports, recalling: "On that occasion, Councilor Macciotta said that the tender notice would be published on August 20th. " This date, according to the lawyer and councilor of Palazzo Bacaredda, would mark the "sixth timetable since the start of the process." This schedule, however, is destined to change.
"August 20th has passed, and the councilor has set the new date of August 31st (seventh schedule)," precisely, "reporting that the appraisal firm had raised some concerns that needed to be addressed by the proponent. Meanwhile, August 31st has also passed, and with it, right on time, the eighth schedule has arrived: publication will take place on September 20th."
There's still time to see if at least this deadline will be met. But Farris points out that "the other day," Macciotta "gave yet another interview in which he stopped short of mentioning dates, but reassured us: 'Everything is proceeding according to plan.'"
The CiviCa24 councilor "submitted a request for access to the documents to learn about the findings of the inspectors, the Rti Inarcheck-Its, which had won the contract with a starting bid value of €1,825,285.43."
Responses? "None yet. I'd like to know what observations the inspectors have made," Farris lists, "whether the proponent has already responded; whether these responses were deemed appropriate; and what the current status of the validation is. Furthermore, considering that the duration of the service assigned to the RTI is 150 days, I'd like to know when they began. These are basic questions, because without project validation, the tender cannot begin. This is why I struggle to understand the statement that 'everything is proceeding according to plan.' Which plan? The one on August 20th, the one at the end of August, the one in September, or the one with no date left?" For this reason, and to have the required documents in hand, Farris decided to contact the Prefecture.

But there's no guarantee it'll be necessary: the City Council has announced that the tender will arrive—certainly, they say—by Friday. So, by September 18th at the latest, the next crucial step towards building the facility will begin.

A new stadium for Cagliari, before the Rossoblu's victory over Atalanta in Bergamo, the club's CEO, Stefano Melis, also spoke yesterday: "First of all, congratulations to Atalanta," he said, "which shows us that it's possible to build and renovate stadiums in Italy too. Moreover, we have an industrial partner in Bergamo in Costim Real Estate, who knows, maybe they can help." Jokes aside, he added, "we're very close to the public tender—which will be announced by the City—for the demolition and construction of our new stadium. We're continuing to work with the designers and institutions to truly provide the city and Sardinia with a state-of-the-art public facility that meets modern standards."
