A total evader, he wasn't registered in the TARI (waste tax) records: he was caught after abandoning waste in the Marina district of Cagliari. He now risks having to pay at least a thousand euros, a sum that doubles if he abandons hazardous waste.
The uncivilized crafty person was identified thanks to checks by the agents of the Soil Hygiene Unit.
"The individual fined for dumping waste in the street not only ignored the rules of urban decorum," the municipality announced, "but was also found to be a complete tax evader. In fact, the individual had never been registered on the Tari tax rolls."
The punishment could be severe because unauthorized waste disposal has recently been the subject of a crackdown on urban decay and is no longer a "simple" administrative violation.
Local police checks, the administration states, "continue relentlessly, cross-checking municipal databases and analyzing abandoned waste, often containing documents or clues leading to the perpetrators. The goal is clear: to restore decorum to the city by eliminating the piles of garbage that damage the quality of life of residents and the image of Cagliari."
