In Cagliari, expenses for the management of the waste contract are growing: money that is paid out to the staff that deals with it (over 270 thousand euros per year) and for investments (more than a million). The one who raised doubts about the operation and its methods is the opposition municipal councilor of CiviCa24 Giuseppe Farris, who went to study the papers of a budget variation already approved by the Council led by Massimo Zedda, which must be ratified by the City Council (after passing through the commission).

"From the object" of the measure, explains Farris, "the only thing that can be understood is that the Executive has replaced the City Council and has applied an administrative surplus". An "exceptional power that can be exercised by the executive, says the Consolidated Law of Local Authorities, on an emergency basis if appropriately motivated".

The document states that "there is a need to promptly address the spending requirements, appropriately illustrated in the provision itself attached to this document to form an integral and substantial part of it". Nowhere is there a reference to urgency.

In short, Farris points out, «the city administration is recognizing (by choice? Out of ignorance of the possible alternatives?) €270,550 for 2024 and €249,306.21 for 2025 of increased current expenditure , aimed at incentives for the Soil Hygiene Service». A request for clarification on the subject has already been announced in the chamber.
