"Recognize the state of natural disaster for what happened on October 3 in the city". This is the appeal formulated by the municipal council of Sassari to the Region, asking Cagliari to make its own the decision taken this afternoon unanimously by the executive led by mayor Giuseppe Mascia. "On October 3, from 9 to 12:30, the municipal territory was continuously affected by intense rains", is the premise from which the mayor and councilors start to emphasize that "the exceptional nature of the meteorological event has determined significant criticalities for traffic and caused significant damage to citizens and productive activities, as well as damage to public and private assets".

As emerged from the reports provided by the various competent offices of the municipal administration, "the heavy rainfall has led to hydraulic flows much higher than those supported by the drainage networks, causing the water level to rise and the flooding of urban and extra-urban roads and buildings, requiring the activation of a significant civil protection device aimed at dealing with the emergency". To the point that the mayor had ordered the activation of the Coc, the Municipal Operations Centre, informing the Region.

After the activation of the Coc, territorial control activities began immediately with the civil protection teams operating at a local level. "It is certain that the highlighted problems fall within the category of natural disaster as defined by regional law, as also confirmed by the investigation carried out by the heads of civil protection of the Municipality of Sassari".

The provision of the municipal council, which takes into account the managerial and technical opinions, all of which are favorable, is the instrument through which the administration intends to equip itself with the possibility of implementing measures with emergency procedures, where the municipal budget allows it, in order to implement "any appropriate action aimed at protecting the interests and safeguarding the rights of economic operators and private citizens affected by the damage caused by the exceptional rainfall".
