"This is a story that shouldn't exist in a civilized country." Michele Pais, a Lega municipal councilor in Alghero and former president of the Regional Council, denounces the situation of "Alessandra," a young fellow citizen who, he says, was diagnosed with a serious form of ALS about a year ago and who today, "in addition to battling the disease, is forced to contend with bureaucracy."
Alessandra has been unable to speak for about three months. The doctor, Pais says, prescribed an ocular communicator, "the only form of communication left for her. Yet, despite the formal medical request and the interest of the district director, Dr. Bifulco, the device has not yet been delivered."
The reason? "They're apparently waiting for approval from the purchasing office. I wonder," Pais continues, "if there's enough discretion for an administrative office to deny a request of this kind, or to delay it without a specific deadline. How much time does a purchasing office need to approve such a serious situation, which should be handled automatically and as a priority?"
Pais has been aware of the situation for some time, and so far, "I have maintained the strictest silence and confidentiality. But now all limits of tolerability have been exceeded, and reporting these situations is a duty," concludes the Alghero city councilor, "to stir political and bureaucratic consciences. 'Alessandra' is also waiting for a simple wheelchair, which her parents had to rent. I hope she can receive the ocular communicator within the next few hours. The device is available and could be delivered immediately, but the reasons for this delay are unclear, and there are no answers."
