It hasn't even reached the floor yet and in Alghero there is already a clash over the Puc.
The controversy was sparked by the Sardinian Reformers, who, after examining the first draft of the Municipal Urban Plan, criticized the absence of the Coastal Use Plan and the Port Master Plan among the published documents. "We're talking about two fundamental tools for a city like Alghero and two issues on which this Administration has repeatedly made commitments," the Reformers criticized. Specifically, they pointed out that in recent months the Port Master Plan had been indicated as already at an advanced stage and intended to proceed in close coordination with the PUC (Urban Development Plan). The same applies to the PUL (Public Water Plan), also included in the Cacciotto coalition's program and eagerly awaited by beach operators.
"It would seem that the port and coastline can easily be left out of Alghero's future planning." The Reformers are therefore asking the mayor to clarify the timeframe and procedures for approving the two instruments.
The majority supporting Mayor Cacciotto thinks differently. "We are frankly shocked to read the Reformers' instrumental intervention," a statement reads. According to the mayor's allies, the controversy is based on a technical error: the PUL and the Port Master Plan are neither preparatory nor internal documents for the adoption of the PUC.
"The only preliminary act to the adoption procedure of the Urban Development Plan (PUC) is the amendment pursuant to Article 37 of the Urban Planning Agreement, already approved in the previous council," the majority states. The port and coastlines, however, remain subject to autonomous sectoral instruments, which must still be consistent with the general urban planning. "Before raising unfounded alarms or accusing the Administration of oversights, a more thorough examination of the documents would be appropriate." The majority, however, assures that discussions with the opposition and professional associations will be held. Meanwhile, the timetable is moving forward: in the coming weeks, the Urban Planning Plan will be presented to the Urban Planning Commission chaired by Councilor Piras, a step that will precede its adoption.
