A call for proposals designed to promote stable employment in Sardinia has become a battleground for political and technical reasons.
The public notice "Sta.bile Sardegna," launched by the regional Department of Labor to support permanent hiring and enhance human capital in businesses, has already encountered serious operational problems in its early stages that risk compromising its stated objective.
The issue was raised by Alessandra Zedda, former regional councilor for Labor and now a Cagliari city councilor, who denounced the confusing and inconsistent management of the tender.
"The IT system required businesses and professionals to attach Annex 7a to submit their applications, despite the Notice indicating it is not mandatory and the official FAQs requiring it at a later stage," Zedda emphasizes. According to the former councilor, this contradiction has led to "confusion, delays, and an unjustified burden" and inconsistent application processing practices, with the risk of unequal treatment among applicants.
Zedda proposes a solution: revoke the Notice, formally clarify all procedures, and republish it with clear and uniform rules. "Continuing this way means turning a useful measure into an administrative mess," he concludes.
The current regional councillor for Labour, Desirè Manca, immediately responded, defining the criticisms as "instrumental and lacking in institutional memory" .
Manca recalls how "the IT problems with the Labour Information System (SIL) have been known for years" and cites the latest Sardinia Work Destination notice, cancelled in 2022 under Zedda's management due to similar critical issues.
The councilor explains that the current anomaly is technical in nature: "It's an objective IT problem, not a political choice. The offices have begun an investigation and are evaluating a possible self-restraint to protect users." Manca then emphasizes the difference from the past: "Today, legacy problems are addressed with transparency and a sense of institutional responsibility. Political controversy doesn't help citizens, but solutions do."
