Regarding the arrival of prisoners under the 41 bis regime in Sardinia, the Department of Penitentiary Administration had already initiated "institutional discussions in 2011, with local involvement already established over the years ," and "the current structure is not a sudden or unfounded decision." Justice Minister Carlo Nordio clarified this in a written response to a question from M5S senators Sabrina Licheri and Ettore Licheri.

"It should be noted that this is, moreover, a national plan for the rationalization of detention systems that involves several regions, not just Sardinia . The presence of 41-bis sections in Nuoro and Sassari in Sardinia, as well as similar sections in Piedmont, Lombardy, Veneto, Emilia-Romagna, Abruzzo, Lazio, and Umbria, confirms a coherent and not episodic plan by the Administration," adds the Meloni government representative.

Specifically, "the reorganization of the Nuoro prison will result in a reduction in overall capacity from 378 to 110 places , resulting in a positive impact on the regional healthcare system , also in relation to the ratio between the inmate population and the resident population. It is also recalled that in a note dated May 20, 2014, the Department of Penitentiary Administration (DAP) had already communicated to the Presidency of the Autonomous Region of Sardinia the opening of the Cagliari Uta penitentiary facility as part of the definition of the regional circuit pursuant to Article 115 of Presidential Decree 230/2000," it further observes, "specifying on that occasion that the facility would be equipped with a section for inmates subject to the special regime referred to in Article 41-bis, with a total of 92 places, similar to the Sassari prison."
