The Sardinia Region is now living in the nightmare of appeals by the Government. Now, the budget law is seriously at risk of an appeal before the Constitutional Court. The last time it was the healthcare reform, and before that the law on suitable areas.

Maneuver

In the case of the first maneuver of the legislature, the General Accounting Office of the State sent a document to the legislative offices of the Ministry of Economy where it is assumed that the "special" contributions allocated in the Budget (those small allocations for Municipalities and various types of entities) were assigned without specifying the criteria on the basis of which it was decided how to use those sums. In practice, the various sums contained in the tables examined by the Chamber shortly before the final approval would not have a justification. The note from the Accounting Office refers to contributions to local authorities, regional consortia, regional agencies, Acli, universities, parishes, foundations, ASL, associations and federations. Contributions without providing for the use of any public procedure. And this - is the position of the Accounting Office - represents a violation of the principle of equality provided for by Article 3 of the Constitution because the equal treatment between the various public and private entities would not be respected.

Also at risk of being challenged is the Salva Casa, which has not implemented the Government's provision on the habitability of 20 m2 studio flats.

The defense

According to majority sources, the Executive would be ready to transmit in turn all the reports that accompanied the request to allocate the sums in question, which would contain the specification of the criteria that the ministry offices are talking about. There is still some time to convince Rome not to challenge.
