The reform season kicks off in September in the Regional Council with the establishment of the first two Special Committees of the Legislature . This is what is envisaged in two separate motions, voted on in the chamber on Monday, following the Budget Adjustment and the Bovine Dermatitis Compensation Act.

The first committee will work on reforming the Statute . It will be composed of the group leaders and led by Assembly President Piero Comandini. The second committee will deal with energy, with the minority as chairman. Both committees will serve 24-month terms.

"It's time to rewrite the rules of good governance, starting with the Statute and revising Law No. 1, " Comandini said, "and move out of the dark corner of focusing only on forfeiture."

Statute and energy, moreover, are issues on which the Todde government is already engaged, with steering committees and the appointment of constitutional advisors. The energy issue in particular has dominated the entire first half of the legislative session, both inside and outside the government, amid measures, including popular initiatives, demonstrations, and tensions. This has led to the passage of laws that, partly due to subsequent challenges by the government, still appear unable to protect Sardinia from speculative attacks . Furthermore, the Council recently took action to avoid a politically charged situation by directly managing the dermatitis emergency for a shared law on compensation.

Officially, the establishment of two commissions is for synergistic work, but the current climate seems to suggest a commissionership : "No slap in the face for the Council," Comandini clarified, "but we are working together, with different roles, to provide the best solutions. " "Certainly," is the assessment of Stefano Tunis, regional councilor for Sardinia at Centro 20venti, "the majority decided to appoint a substitute to the Council, which evidently hasn't been entirely satisfactory."
