The bill "Organic plan to encourage the economic and social rebirth of Sardinia, in implementation of article 13 of the special Statute for Sardinia, referred to in the constitutional law of 26 February 1948, number 3", presented for the first time on 2 May 2007 by Luigi Cogodi, lawyer and original politician of San basilio, several times councilor and regional councilor with Rifondazione Comunista and since 2009 exponent of Sel.

The objective of the first draft of the proposal was to overcome the historic infrastructural gap between Sardinia and the rest of the country and the world.

The new text, however, produced by the Sardinian Progressives in Parliament and in the Regional Council, also pursues the aim of creating an organic planning of interventions aimed at the development of the island. «I am happy to have managed to get the opposition groups, Sardinian colleagues from the Democratic Party and the M5S to sign the proposal which concerns our entire region», says MP Francesca Ghirra. "The topics are different: from work, to energy development, to education, to healthcare."

Regional councilor Massimo Zedda, who presented the proposal to the regional council, hopes that «it will be accepted. It would be an opportunity to put an end to Sardinia's chronic systemic and structural crisis through the promotion of a true "rebirth" not only of Sardinian autonomy, but also of the economic and social autonomy of the region."
