Tens of thousands of hectares blocked throughout the island, from north to south, and projects already authorized but which have never seen the light. The urban planning constraints of the various house plans have also affected farms in recent years: for over a decade, they have found themselves with frozen land, which cannot be touched, despite the fact that a different destiny has been written about them. Now, however, a crack is opening with the new framework law of the regional council which, after the ruling of the Council, puts rural areas back on track, hitherto precluded from any form of sustainable development due to the Ppr rules on "productive settlement areas of historical and cultural interest ". This is why agricultural entrepreneurs are back in charge: at stake are investments with many zeros, also supported by regional funding.

The appeal

Many companies all over the island find themselves with their hands tied, estimating that at least 3-4 thousand applications have been submitted with the related projects. Filippo Murru, president of the Sardinian agricultural entrepreneurs committee, has been fighting this battle on behalf of thousands of companies for 15 years. Including his, in Castiadas, being among those entrepreneurs who ran into landscape constraints, despite a project previously approved with the House Plan for the construction of a multifunctional agricultural enterprise, including, among other things, the construction of a farmhouse with an adjoining area for the sale and promotion of farm products (including award-winning myrtle distillates). "The new text of the law - Murru begins - is the result of the ruling of the Constitutional Court which, as regards the rules on agriculture, the non-suppressed part of the old Casa Plan, has sanctioned a historical principle, namely that rural areas should not be considered assets subject to landscape protection, reversing what was stated from the entry into force of the Ppr to date. Regulations that have blocked thousands of investment practices with an important economic and employment effect, capable of involving thousands of companies and workers ». Hence the appeal: «Especially in a phase such as the current one - adds Murru - the council should speed up the presentation in the Chamber of the new framework law by approving it no later than the summer. Only in this way, unlike the various “House Plans” that have followed one another from 2009 to today, will we have legislation with perpetual and non-perpetual effects that is renewed following extensions ».

I unlock it

A new scenario opens up. «With a law in force it will be possible to present agricultural investment projects, with ordinary procedures and presentation to the Suapes, in areas that are currently forbidden to any type of sustainable productive intervention, with important repercussions on the territory. I started my business in 2016 and, having obtained the qualification as a professional agricultural entrepreneur, I attend a course as an agritourism operator with Laore but, unfortunately, despite the resources committed to self-financing, the regional and national awards, I am barred from a part for the non-approval of the law and on the other for the failure to adapt the PUC of the Municipality of Castiadas to the Ppr - the possibility of carrying out my project for an experiential tourist offer in the countryside, starting from the primary offer of my agricultural products and of the processed products, that is my alcoholic distillates based on myrtle, mastic and olive, officinal plants grown and spontaneously present in the company ».
