The management of the pandemic, the dramatic moments experienced have forged a ruling class of administrators able to manage the great game of change that is being played in Italy today ".

With these words, the mayor of Cagliari Paolo Truzzu summarizes the 38th Annual Assembly of the Anci, held in Parma, where the mayor of the capital also participated in the discussions in the various panels on the issues of energy, environmental and sustainability transition.

During the three days in Emilia-Romagna, the National Association of Italian Municipalities also addressed the important issue concerning the management of funds destined for the restart of Italy. "I am afraid - commented Truzzu - that we can go beyond the time limit. With the current organizational model we will not be able, in the next two years, to contract out and finance all the projects".

"The crucial question - continues Truzzu - concerns personnel and procedures: the recruitment plan of the Minister for Public Administration, Renato Brunetta, is right. But the risk is that many of the recruitments are not adequate for the challenge. Low salaries, which do not attract specific skills and roles, not in line with what is required ".

On the procedures, the guidelines of the metropolitan mayors agree. "It is necessary - continues Truzzu - a radical simplification of the Procurement Code, or alternatively the application of the 'Morandi' model, with the identification of the mayors as ad acta commissioners for strategic works. Because with the current system the concrete risk is that the resources of the PNRR - National Recovery and Resilience Plan, reach the municipalities in 2025, leaving the poor mayors with the burden and responsibility of having failed and not having spent the resources ".

"It is advisable for the money to go directly to the contracting stations without going through the inter-ministerial conferences or those with the regions. It is statistically proven - concludes the mayor - that the Municipalities spend their resources better and faster. But unfortunately we have to move to the sea magnum of the procedures for allocating and allocating resources, which vary according to the Ministries or entities. And this is not good ".
