A billion promised, half allocated. And only 192,025,254 euros actually committed: 39.7% of the sums actually made available. "This means that a good 321,332,552 euros (60.3%) have remained unused, due to a total and bankruptcy spending capacity of this Regional Council".
The accusation comes from the opposition in the Council, which today illustrated a motion that crushes the work of the executive led by Christian Solinas on the management of the Omnibus law, approved to deal with the emergencies that have engulfed Sardinia, Covid in the lead. And it sets conditions in view of Omnibus 2, announced and only recently brought to the attention of the courtroom. On the other hand, the majority defends the Giunta and asks for speedy approval of the law.
The dispute document bears the first signature of Cesare Moriconi of the Democratic Party: it is a long X-ray of the expenditure items that have been filled and of those that have been activated thanks to the law considered "the most important financial maneuver of this legislature".
«Despite these ruthless and documented data», Moriconi declared, «Solinas promises the same answers, already betrayed, to the most urgent needs of the island, as if nothing had happened. It does so with a new omnibus bill, announced since last February, which suddenly became urgent after having remained imminent for almost ten months, and destined to be remembered as the most heralded, most miraculous, most emphasized financial measure ever.
"In 2021 the Region's cash fund amounted to around 2.3 billion, the year before it was 1.4, this year it is approaching 3 billion", added Francesco Agus, group leader of the Progressives, "it is a pathology of the system, this is the mirror of extemporaneous policies of the Giunta, now we must make sure not to leave everything in surplus ».
For Laura Caddeo (Leu), the Council and the majority "show slowness, starvation and immobility, they are not thinking about the needs of the communities of Sardinia".
«Today's measure, even more late», reiterated Alessandro Solinas, a member of the M5s, «would be increasingly unproductive than the previous one. The tangible impact of all the council's rules has been missing, starting with the much heralded refreshments for companies on fires ", he concludes, " the delay we are witnessing is not attributable to the administrative structure but to the policy of the council ".
The defense of the majority comes from Stefano Schirru (Psd'Az), president of the Budget Commission, who ensures maximum commitment to speed up the new rule and thus use the over 210 million foreseen, around 130 for the current year. "We will immediately start negotiations, even with the opposition, to establish the timetable for the work and arrive at an approval in good time".
Stefano Tunis (Sardinia 20Venti) rejects the controversies: «Let's leave them aside. Responsibility is needed to approve this law immediately ». Immediately afterwards, for Tunis, "it is necessary to bring urgent measures for economic development, such as the law on urban planning, to the classroom".
