The newborn bonus is starting, the 1,000 euro aid provided for children born in 2025 and for those who were adopted this year or are in pre-adoptive foster care. The instructions from INPS have arrived, which over the weekend also tested with positive results the procedure that will start soon, perhaps in a few hours, certainly within this week. Yes, because to obtain the bonus it will be necessary to make an application within 60 days of the baby's birth. Obviously, at the start, payment is also expected for parents who have had a birth already in the first months of the year.

INPS clarifies with a circular that the benefit introduced to support family expenses will be paid on the basis of the chronological order of the requests "within the limits of the resources allocated" but the amount of resources and the number of births in recent years suggest that the funds may be sufficient to satisfy the requesting families. The benefit can be requested by "Italian citizens, those of EU member states, as well as non-EU citizens with a long-term residence permit and other specific permits" but it will be necessary to have an ISEE for minors not exceeding 40 thousand euros.

The bonus does not contribute to the formation of taxable income and will be financed with 330 million euros for 2025, increasing to 360 million euros per year from 2026. The bonus can be requested, alternatively, by one of the parents. In the case of non-cohabiting parents, the bonus can be requested by the parent who lives with the child born, adopted or in pre-adoptive foster care. The application must be submitted within 60 days from the date of birth or the date of entry into the family of the child. INPS will soon publish a message with the date from which the service is available for submitting the application, which must be made through the usual channels (the site with Spid, Cie and Cns, the Institute's contact center or by seeking assistance from a patronage). For births prior to the date of release of the new service, the application can be submitted within 60 days from the date of publication of the message.

For the purposes of the benefit - the INPS circular states - stateless foreign citizens, political refugees or holders of international protection are treated as Italian citizens. On the date of submission of the application, the requesting parent must be resident in Italy. The requirement must exist on the date of the event (birth, adoption or pre-adoptive placement). To obtain the benefit, the ISEE for minors cannot exceed 40 thousand euros, neutralizing the amounts of the Single Allowance from this indicator. To access the Newborn Bonus, the child must be born or adopted from January 1, 2025.

For adoptions, the contribution can be requested exclusively for minor children. With reference to adoptions, INPS highlights that in the presence of a pre-adoptive placement order, the reference date is taken as the date of entry of the minor into the adoptive family unit by order of the Juvenile Court that orders the pre-adoptive placement.
