Meloni government: if the suspension of basic income travels via text message

Perhaps deep down it was not understood, or perhaps it seemed an unfeasible hypothesis, but, according to what has been learned in recent days from the major news agencies, as many as 169 thousand families originally beneficiaries of the Citizenship Income and/or the Pension of Citizenship, apparently they received from INPS, by means of a text message, the notice of the suspension of the subsidy on the assumption that these are "employable" nuclei in which there would be no disabled members, or minors or still over sixty-five as foreseen the new legislation.
Always according to what is learned from the press, all those who appear to have lost their basic income or the basic pension and can be considered "employable", that is, are between eighteen and fifty-nine years of age, and have no disabled or dependent minors, should be entitled to receive three hundred and fifty euros a month as support for job training through the branches of the Employment Centers and INPS. As regards, then, the new inclusion allowance, concerning households with minors, the elderly or disabled, it would seem that it will be received from the date of January 1 of the year 2024.
No question, perhaps. If only it weren't that the measure fired by the Meloni government would appear not to have specified, and/or in any case not to have done so sufficiently, how all those affected by this suspension will be able to see their economic self-sufficiency guaranteed and ensured through work , and therefore, its own subsistence.
How should the system of active policies be articulated then? How will it be possible to guarantee access to the labor market to those who are theoretically employable but less employable than others, even solely on the basis of age? In the meantime, how will all those who have been reached by the text message be able to face their daily lives?
The beneficiaries of the Income and/or the Citizenship Pension reached by the INPS text message would appear to have been deprived of economic support which, on closer consideration, could also represent an indispensable condition for their survival. Let's be clear in any case: the suspension, whose opportunity to communicate via text messages could also be discussed, in principle could also be considered as instrumental to the effective implementation of the job placement process, meaning that the suspension in question, therefore, it would seem to be able to be considered as an expression of the power attributed to the legislator who, however, should have ensured the alternative right away, so to speak. Because between inflation, and expensive bills, and expensive shopping trolleys, the pockets of the vast majority of Italian families, especially those in the most disadvantaged conditions, have lightened and not a little.
We should perhaps understand, and better, the concept and the normative qualification of the so-called "employable" who should be guaranteed not only a job, but also, and even more so, a decent wage. The correct management of universal assistance systems, precisely because they are founded on redistributive mechanisms and on general solidarity, as a constant teaching, should be entrusted to control and support systems that are guaranteed and supported by rules of civil and public ethics that are truly shared across a broad spectrum, especially in a system such as the Italian one. now as then, i.e. at the time of the establishment of the Citizenship Income, it would have been appropriate to clearly outline upstream, and even now it seems to have not been done, the operational correlation between the best forms of income protection and the related activation policies of the same , with the downstream preparation of stringent provisions on the conditionality of the benefits, i.e. on the reasons for forfeiture of the benefit and on the control and sanctioning systems.
If it is true, as it would seem to be true, that the entire regulatory framework present in the law on basic income is intended in its original formulation, it appeared to most as inspired by a contractual and/or similar contractual logic capable of supporting a certain system attributable to the Conte I Government which instituted it, however, it seems equally true that even its intervening modification in an abrogative sense or almost, put in place by the current Government of the Center - Right of Giorgia Meloni, would seem to err of excessive rigidity to the detriment of the essential objectives of solidarity and income support in the meantime that the mechanisms of job relocation can be implemented.
The seriousness of the problems existing on a social level and directly attributable to the level of poverty and its relationship with active employment policies, should perhaps have prompted more in-depth analyzes useful for avoiding situations of further discomfort in the transition from the old to the new legislation. This last circumstance risks having repercussions on the approval rating of Giorgia Meloni's government to the benefit of the opposition forces, in a very delicate moment in view of the imminent electoral appointments.
It would perhaps be appropriate to take into consideration the hypothesis of further modern welfare systems which are finally and directly aimed at the realization of the principles of autonomy and self-sufficiency of people also with a view to increasing productivity and in full compliance with the dictates of the articles 2 and 3 of our Constitutional Charter. For some time, both internally and supranationally, certain essential and undeniable guarantees have existed which aim absolutely and primary for this very reason to support all those who are in a condition of economic weakness and who need to finally leave the from poverty.
Probably, and even the new measure licensed and wanted by the current government of Giorgia Meloni would seem to be lacking in this sense, it would have been right to concretely reconcile every healthy principle of social solidarity with that, equally indispensable of merit and contextual worthiness of the measures in support aimed at the just disbursement of any welfare benefit, which at present, given the economic and social trend, appears indispensable.
