The maneuver is approaching the final rush and is not sparing any surprises for the Budget Committee of the Chamber, which hopes to close its work over the weekend. In the last, hectic days before the approval of the Chamber, expected next week, a change emerges that would increase the salary of non-parliamentary ministers, making it equal to that of their colleagues who also have a seat in Parliament. A treatment that would be extended to undersecretaries and vice-ministers. And still on the subject of the salaries of the honorable, the so-called anti-Renzi rule returns, but more rigid than that initially envisaged by an amendment by FdI : instead of a cap on the maxi-compensation of politicians earned abroad, there is an outright ban on paid positions outside the EU.

After the first part of amendments by the rapporteurs that led, among other things, to a discount on fines for milk quotas, the changes also developed by the government continue. Among the new features, the rule that brings the salaries of non-parliamentary ministers, vice-ministers and undersecretaries to the same level as those of their elected colleagues. A nice boost for the former, given that until now they received 'only' the basic salary of about 5 thousand euros, plus about 3,500 euros for flat-rate expenses that are skipped if you stay out of Rome for more than 15 days a month. A constraint that parliamentarians do not have and that will now be extended to government representatives. In addition, they will also be granted the same travel benefits.

Another amendment instead includes a ban on paid positions outside the EU for members of the government and members of parliament, MEPs and governors. A provision that entails, in the event of non-compliance, the payment of the sums received to the Treasury and, if this does not happen, a fine of the same amount. Italia Viva protests : "The amendment proposed against Matteo Renzi, with a vague Soviet flavour, gives the sign of an ad personam aggression that even the president of the Senate advised to avoid", sources from the former prime minister's party say.

While the maneuver changes, the data of the preventive biennial concordat that closed yesterday are arriving. No longer so expected, however, given that the proceeds will not be used to finance the reduction of Irpef for the middle classes, as decided by the leaders of the majority. In any case, the resources would not have been enough: the budget, drawn up by accountants, speaks of "less than 750,000 total adhesions" that make the president of the Union of young accountants and accounting experts, Francesco Cataldi, define it bluntly as "a flop".

The final revenue will not, in fact, be much higher than the estimate of 1.3 billion circulated at the end of the first deadline, at the end of October, when 522 thousand had joined. Among the new features coming in the maneuver, the undersecretary of the Ministry of Economy and Finance, Federico Freni, confirms the levy on online betting that could allocate funds to sports infrastructure, for example to renovate stadiums. There is the expected simplification of the use of Transition 5.0 funds, a change that has already been approved by the EU, and the extension of the operation of the guarantee fund for SMEs from January 1, 2025, with broader criteria to define the "small mid caps" that until now were excluded from the incentives.

Starting in April 2025, the municipal surcharge on passenger boarding fees for non-EU flights will increase by 50 cents . This measure concerns the six Italian airports with traffic exceeding 10 million passengers per year and would see an increase in revenue estimated at 5.33 million for 2025 and 8 million for 2026. The funds will be allocated by the Municipalities for urban development and construction works and infrastructure. Finally, as announced, the guarantee of the Mortgage Fund for those buying their first home will change: it is granted "exclusively" and no longer "as a priority" to young couples or single-parent families with minor children, or to those living in council houses, or to young people under 36.
