«A peaceful, healthy, free, supportive, inclusive, pro-European and sustainable Sardinia, where the quality of life is based on efficient services thanks to an agile administration capable of responding to citizens' needs. We aim for a connected island, technologically advanced and equipped with an innovative and competitive entrepreneurial fabric."

It is the idea of Sardinia that emerges from the programmatic declarations that the governor Alessandra Todde is illustrating to the Chamber of the Regional Council. The president began by saying that she had always had in mind the distinction «of the political level from the personal one. And on a political level I always and only want to discuss. In a fair and constructive way. Today I am the president of all the Sardinian people, of those who voted for us and of those who voted for alternative proposals to ours, including those not represented in this council. I am the president of all those of our citizens who have decided not to participate in the vote."

An important passage on the ecological transition: «It must be useful first of all to Sardinia and the Sardinians, aiming to maintain water as a public good and placing landscape and environment, primary values and non-negotiable goods at the centre. We will not tolerate speculation."

Ten programmatic axes to be promoted in the next five years, among which he mentions « the rebirth of public services with particular attention to healthcare and its essential levels, the promotion of "good work", the development of a suitable economic model not suffered by the island , the right to internal and external mobility that overcomes our insularity and to quality education, the investment in self-determination and the need for adequate representation at a European and global level".

Health in first place among the programmatic axes. «We must intervene urgently, given the criticality of the situation in Sardinia, crushed by personnel shortages, unequal distribution of resources and inadequate infrastructure», he began. At the center there must be "taking charge of citizens' health and their healthcare path". As? «By reorganizing the local health authorities and hospitals, with the optimization of resources, the advancement in computerization and digitalization of services, including telemedicine. The strengthening of hospital-territory integration is fundamental, improving access to care and building healthcare closer to the communities."

At the level of social policies, «we must invest in social security and economic protection of the most fragile strata of our population. Being poor is not a fault, but a condition from which one can emancipate oneself with active support from the region."

An important passage on Autonomy. «It's time to take responsibility. We cannot continue to think of our autonomy exclusively centered on a plan of economic claims and requests towards the State. Setting the principle of insularity on this sole basis would mean abdicating the exercise of autonomy in the name of a more satisfying dependence. A mistake that the regional ruling class has often made in the past. The principle of insularity is a call to action on which the ability to think about the autonomy of the regional political and intellectual class will be tested."

It is necessary, rather, to work to encourage the birth of a "New Sardinia system": «We want to work to address crucial challenges such as political participation, special autonomy, administrative efficiency, relations with Europe and the Mediterranean» , said the president, "to support these objectives we want to introduce the statutory and legislative reforms necessary to improve regional government and administration, enhancing Sardinian specificities".

What reforms? Meanwhile, «we will proceed with the reform of the Sardinian Statute to enhance regional autonomy, improving political, territorial and gender representation. We will also do this through a conscious and careful use of the implementation rules, as a mechanism for integrating the skills of the Sardinia Region, with a view to valorising and centralizing the Sardinian people and their concrete needs".

Secondly, «we are aiming for a strengthening of the Sardinian presence in Europe and for an open discussion with the national institutions, not passively, but in a proactive and aware manner with respect to the needs of our island which, unfortunately, for too long, have been put in jeopardy second floor. The reform also aims at a more effective management of the Council, of the relationship between it and the Regional Council as well as of the regional administrative apparatus, with the aim of improving the effectiveness, efficiency and cost-effectiveness in the implementation of public policies, with the ultimate objective of expanding and strengthening the set of special rights of Sardinia".

Among other things, the aim is to «intervene on statutory law n.1 of 1977 precisely to give space to a regional executive body that is more responsive to the challenges that await our era. It is a priority to overcome the "silo" logic of the departments, enhancing inter-departmental skills and discussion tables in order to encourage collegial work and not for aseptic monads that are often unable to coordinate with each other".

To encourage development, «we will focus on regional programming, managing in the best possible way the significant funds allocated to infrastructure investments. With over 10 billion euros expected for 2021-2027, we aim to achieve the maximum possible result while respecting the time constraints of the programs."

Another important objective, "the reduction of administrative slowness, simplifying processes and enhancing digitalisation to offer more accessible and high-quality public services".
