The measure also addresses the salaries of magistrates. Following the rulings that rejected previous calculation systems, the government is rewriting the mechanism that links the salaries of judges, lawyers, and state prosecutors to those of other public employees.

Article 67 introduces two corrections that will take effect starting in 2027. The first concerns ISTAT's calculations: increases will be determined using a "weighted average," which will take into account the number of employees in each category, rather than giving all categories the same weight. The second excludes "arrears" from the calculation , i.e., the sums paid for late renewals, to prevent them from being awarded twice.

The objective, the technical report explains, is to avoid "misrepresentations of the actual average per capita increase" and to bring the increase dynamics back within the limits of public spending.

The new provisions will enter into force with the law's publication in the Official Journal, without affecting existing legislation.

The same budget law, in fact, allocates nearly 1 billion to cover salary adjustments relating to the past, following the rulings of the TAR and the Council of State that annulled the previous calculation criteria.

Implementation is expected to come through decrees, but Prime Minister Giorgia Meloni has already announced her intention not to sign them, leaving the possible appointment of a commissioner to the Council of State.
