But the centre-right's plan arouses controversy and concern. "Any new policy in the context of the state of emergency must comply with Italy's obligations in terms of human rights", comments the UN High Commissioner for Human Rights Volker Turk, according to whom "the right to life and the prohibition of refoulement cannot be waived, not even in such circumstances".

For this reason, according to the United Nations website, Turk "exhorted the Italian government to abandon the new and severe law adopted at the beginning of the year".
