The Italian Transport Authority (ART) has fined Rete Ferroviaria Italiana, a subsidiary of FS, €1.75 million for the train disruption on October 2, 2024, which—according to some reports—was caused by a wire severed by a nail at the Rome Termini hub. The ART's resolution was published today, after the Authority initiated the sanctioning procedure in July 2025.

"In light of the extremely serious impact that the emergency of October 2, 2024, had on rail traffic, there are grounds to establish that Rete Ferroviaria Italiana has failed to implement adequate measures to ensure the operation and maintenance of the infrastructure in a manner that ensures its accessibility and functionality," states the resolution of the Italian Railways Authority. Furthermore, the violation resulted in "a violation of the constitutional right to passenger mobility."

RFI will be able to appeal to the Piedmont Regional Administrative Court within sixty days, or file a special appeal within 120 days, the resolution further states.

"Rete Ferroviaria Italiana acknowledges the Transport Regulatory Authority's decision regarding the blackout that affected Rome Termini station on October 2, 2024," the company wrote in a statement, "and reiterates that it promptly implemented all necessary measures to ensure the resumption of service. The incident is attributable to the work of a company external to the Ferrovie dello Stato Italiane Group, engaged in nighttime work . The incident can be classified exclusively as an infrastructure failure and, as such, was managed through a series of interventions that gradually restored full operation, ensuring the gradual return to normal rail traffic," RFI explains.
