Construction and supply boom in Sardinia , with   a +107% in 2022 compared to the previous year, but for the assignment of contracts the times remain biblical.

This is what emerges from a report by the Corporate Procurement Desk of Sardegna Ricerche, which every year photographs the trend of the regional and national procurement market, processing data from the Observatory Network - Itaca, Irpet on tender procedures and the results of dedicated qualitative surveys carried out at Sardinian companies and contracting stations. On 11 July it will present data on market trends during the event “The tender market in Sardinia: towards the new Code” to be held in Cagliari at 9.00 at the former Manifattura Tabacchi.

From the point of view of health, the island is growing significantly - even if less markedly than in Italy - with public expenditure of 4.7 billion euros and 8,900 tender procedures launched. The data also confirm the end of the Covid emergency, with health care spending decreasing by 41.7% in amount (1.1 billion in 2022) and by 30% in the number of procedures started (1,658).

At sector level, the best performance in Sardinia is that of non-healthcare supplies (884 million euros), which grow by 107% compared to 2021 (426 million), and public works, driven by the PNRR and support policies. Expenditure on works grew by 41%, reaching 1.3 billion . On the other hand, spending in the services sector decreased by 18%, which in any case remain the most important item after that of works.

The "pre-entrustment" phase linked to the design and planning of purchases remains critical, where the greatest delays are concentrated. The data is also confirmed in Sardinia: the total duration is 724 days and for the planning alone it takes an average of one year. Further interesting data is that which emerged from public works : in 2022 tender reductions in Sardinia amounted to around 20%, a value 5 points higher than the national average. Compared to the previous year, the discounts are considerably reduced everywhere as a generalized effect of the increase in prices: Sardinian companies, to support the effects of inflation, are forced to reduce the discounts in order to safeguard minimum profit margins. Another clear effect of the price increase is the reduction in the number of participants in the tenders which was on average 10.8 in 2021 and which this year drops to 7.8: also in this case the companies, above all the medium and small companies, faced with a drastic loss of profit, prefer not to participate in tenders and leave the public market.

During the event on 11 July, the qualification of contracting stations will be discussed and data will be presented on the analysis of the Sardinian procurement market, which the Promo PA Foundation processes annually for the Business Procurement Desk. Round tables are also planned on the theme of research and innovation procurement and on the theme of public-private partnerships for the third sector, in which sector associations and social enterprises will discuss, with the coordination of Poliste. The morning will be closed by the University of Rome Tor Vergata with the delivery of the diplomas relating to the sixth edition of the MAAP Master of Sardegna Ricerche.
