There are 15 Italian cities where the average price of used homes on the market is less than €1,000/m2, out of a total of 102 provincial capitals monitored by Idealista, based on the latest surveys from July 2025.

According to Idealista's ranking, Caltanissetta tops the list of the most affordable cities (€674/m2), followed by another Sicilian city, Ragusa (€712/m2), and Biella in Piedmont (€772/m2). Reggio Calabria (€793/m2), the highest Calabrian municipality in the ranking, also ranks below the €800 mark. The provincial capitals with house prices under €1,000/m2 are therefore almost all in the South, with the exception of Biella, followed by Alessandria , also in Piedmont, where the average price to buy a property is €925/m2, and Vercelli, with €947/m2.

In Sardinia, the cheapest city to buy a house is Nuoro : the capital of Barbagia is included in the list of 59 cities where property values are below the national average (1,833 euros per square meter). To buy a house in Nuoro, according to Idealista, the average price is 1,112 euros per square meter.
