For months, a regulatory vacuum has prevented Sardinians from applying to improve their home. At the end of January the Constitutional Court rejected the Housing Plan which had been approved at the beginning of 2021. Now the majority should fill the void but the political forces are not acting together. The Psd'Az is the only one to have prepared two measures, it is the framework law that Quirico Sanna , councilor for local authorities, presented a few weeks ago, and a proposal registered with the signature of the group leader Franco Mula . Two texts which, although not in conflict with each other, are nevertheless very different.

A press conference was organized for tomorrow to present Mula's proposal but the appointment was canceled, officially due to the positivity of some of the participants at Covid.

Meanwhile Forza Italia, as the group leader Angelo Cocciu explained, has a proposal that is waiting to be registered.

So there are now three measures, but no approval process has been started so far.

The framework law of the Giunta has no time limits of applicability and for the purpose of putting order to all the legislation on the subject with general rules in line with the promotion of development without consumption of the territory. Twelve articles aimed at allowing the requalification, renewal and reorganization of the existing building heritage in line with the landscape regulations. And this does not exclude volumetric increases: 20% of the existing one if several structures are applying for expansion together, 15% if the demand comes from single structures. The law also provides for extensions in the protected area of 300 meters from the sea, but only in the accommodation facilities.

Franco Mula's proposal recalls respect for the environment and the landscape, but with an eye to the solution of immediate problems. One of the novelties is that of the appointment of a regional commission for the modification and integration of the regional landscape plan and with the task of initiating co-planning with the ministry. Furthermore, the provision in the annex of the definition of all the interventions in order to provide a single and non-evasive interpretation. The incentives provided are the volumetric premium and the reduction of construction costs. Once approved, the law will remain in force until the additions to the PPR are completed.

The two laws are not incompatible, but Sanna and Mula will have to meet to seek a shared solution.
