From the Strategic Plan of the Metropolitan City to the city of 2026
after two years of working in synergy, concrete policies and projects are implementedPlanning the development of the territory is an exercise that requires time, in-depth analysis and resources, but above all it requires clear ideas and a lot of courage. Sometimes it happens that interruptions occur during the implementation phase and the administrations responsible for carrying out public works find themselves in an emergency and short of ideas when they have the opportunity to apply to obtain important funding.
The Metropolitan City of Cagliari, a large area body of 17 municipalities for a population of approximately 420 thousand inhabitants, has activated the process for the construction of the Metropolitan Strategic Plan from 2019 to 2021. 2300 citizens involved, hundreds of stakeholders, including trade unions and trade associations, professional associations, third sector associations and universities, worked together with the 17 municipalities in specific thematic tables. A new vision of territorial development divided into 13 system actions.
Over 100 million euros financed
Absolute priority of the Strategic Plan: the Sustainable Ring. A project created with PNRR resources, attributed to the Metropolitan City of Cagliari. Over 100 million investments, for 33 projects and 18 implementing entities. Thus was born and developed the PUI "Sustainable Ring" which has the objective of developing a series of infrastructures that allow promoting sustainable urban regeneration and creating an integrated system of interconnected social, environmental and transport infrastructures, relating urban parks and waterways in the area. Among the main themes touched on by the Plan is the valorization of civic markets (primarily the San Benedetto market in Cagliari) to facilitate the closure of the agri-food supply chains from production that takes place in the metropolitan area to consumption in the city. Another element to highlight concerns the choice to open up, with an innovative open government project. also a product of the Strategic Plan, to the public consultation for the best definition in detail of the development projects implemented by both the Metropolitan City and the municipalities. This is LabMet, Metropolitan Innovation Laboratory, which is simultaneously a physical and virtual place of consultation and participation, which allows the collection of a series of environmental, socio-economic and territorial information. Thanks to this project, the Metropolitan City won the first national prize from the PA Forum in Rome for inclusive sustainable governance.
The Food Plan. The fight against waste is underway
We focus on quality food
How many times do we hear about organic food, short supply chains, zero km, food waste. Nutrition issues are now a social priority, which does not have a precise system of governance, control and planning. The Metropolitan City has taken charge of these issues and in accordance with the Farm to Fork community strategy, the Food Plan intends to promote quality local production, the diffusion of a shared culture on local products, the promotion of healthy eating and sustainable, the fight against food waste and the activation of innovative circular economy processes. Common objectives also drawn up to safeguard the identity center of the San Benedetto market, as proposed during the participatory drafting of the Strategic Plan. A redevelopment of the market in a multifunctional way, creating a new urban pedestrian hub and a project to enhance the entire adjoining neighbourhood, with high involvement of the commercial and productive sector. The change is made necessary by the safety conditions that have failed for the market in recent years. The plan strongly supports the fight against food waste, also through the design of a hub for solidarity logistics and creates a network with associations that take care of the distribution of food to needy families.
Identity and Innovation: the strengths of the Plan

The merit of the Strategic Plan belongs to everyone, a path that began years ago, with the single common objective of doing the right things" commented the mayor of the Metropolitan City Paolo Truzzu after a careful analysis of the projects implemented. “Listening to the territory has allowed us to better understand who we are and to enhance what we have in a modern way, without stopping at traditionalism, enhancing the lives of residents and tourists who visit our island. We always hear about synergy and networking and we, thanks to everyone's commitment, have managed to create that favorable environment, even with those who politically have different visions from ours, which is allowing us to carry out all the projects" he continues Mayor.

We wrote it with a great participatory process, knowing that projects, shared by everyone, produce long-lasting results. The Plan is an ambitious programmatic document which has a strong coherence with the financing lines and this has allowed us to make it immediately operational, with important projects such as the navigable canals, the redevelopment of the Cagliari markets, and Monserrato, the redevelopment of the back-of-state area of the Poetto di Quartu S. Elena and a set of green works. to build a truly sustainable ring around the Metropolitan City.
