« The Calderoli law complicates the implementation of the principle of insularity : what "differentiated autonomy" does the State want to create for the richest regions of the country, if it does not first address the issue of the delay in development caused by the condition of insularity? ».

The open letter that Michele Cossa of the Reformers wrote to the president of the Sardinia Region Alessandra Todde starts from this assumption, in which he underlines that the constitutional principle of insularity "is not Aladdin's lamp, which you just need to rub to solve problems".

According to Cossa, the Sardinia Region must take the initiative, especially on a proactive level, as well as on a "defensive" one, to protect and enhance the island's specificity. Remember that insularity entails an annual net cost of over 9 billion euros for Sardinian families and businesses, a quarter of the GDP, representing an insurmountable obstacle to Sardinia's competitiveness.

The State, he underlines, cannot ignore this fact, being today constitutionally obliged to "promote the measures necessary to remove the disadvantages resulting from insularity". Cossa warns against reducing the problem «to a mere question of financial resources, which are also indispensable: it is instead necessary to address the challenges that Sardinia is facing today with credible, effective and measurable policies, challenges that can all be traced back to the condition of insularity. From the energy choices that risk leading to the irreversible compromise of our landscape to the unresolved issue of military servitude, from the very serious infrastructure gap to the European restrictions on state aid, which create the paradox of penalizing the competitiveness of the island."

The exponent of the Reformers concludes: «President Todde, today you have the honor and burden of representing the whole of Sardinia. It is up to you to seize the historic opportunity to apply the principle of insularity and to carry out those structural actions that our island needs to join the train of the most developed regions in Europe."
