It is a path to exhaustion that is looming for the Citizenship Income. Earnings fit for work will not face an abolition of the subsidy but a "soft" squeeze is on the way. We are moving towards "a system that incentives people to work ", says the Undersecretary for Labor, Claudio Durigon.

“We just want to give a different answer to those who can work: dignity through work. The subsidy cannot be for life. A deadline must be set beyond which we cannot go , a bit like with Naspi ”. Also according to the undersecretary, "a 'reasonable' path foresees, after the first 18 months of income, that we can go on for a maximum of two and a half years , but with a décalage".

But how would this system work? After the first 18 months, if the person has not found a job, he is suspended from the subsidy and inserted for six months in a path of active employment policies. For example, training courses adapted to your profile and the demands of companies. A path that, said Prime Minister Giorgia Meloni, could be paid by resorting to the resources of the European Social Fund.

Also according to Durigon, if after 6 months the person is still out of work, he could get the DRC again, "but with an amount cut by 25% and a duration reduced to 12 months ", a period in which he would continue with the training. If after this period the beneficiary has not found a job, he will be suspended for another six months, after which he can ask for the Rdc for the last time. In this case, the subsidy would be provided for only six months and for an amount reduced by a further 25% , going to receive half of what was received at the beginning. If today you forfeit your citizenship income by refusing two suitable job offers, with the reform you will have to say goodbye to the supports after just one waiver .

Durigon explains that " one out of three DRC earners would be affected by this grip ". To strengthen active policies, private agencies will be involved more and incentives will be strengthened for those who manage to place the interested parties into work. Furthermore, the system should no longer be managed centrally by the INPS but on the territory by the municipalities. And again, "with the suspension and the cut of 25% of the subsidy it will be possible to save about 1.2 billion and at the end of the process, at least 3 billion will be saved on an expenditure of about 8 billion a year ".

What will the money left in the cashier be for? “Maybe to strengthen interventions for the real poor and then to introduce Quota 41 , that is the possibility of retiring after 41 years of work”. For the League it is a workhorse, but Matteo Salvini 's party knows that Quota 41 without an age limit will never pass. For this he works on a new 102 quota : 41 years of contributions plus 61 of age. "It would give the possibility to retire earlier to an audience of about 90 thousand workers ", underlines the undersecretary.
