Citizenship income yes, albeit appropriately “revisited”, Quota 100 no. With Mario Draghi, the two pilot “measures” of the highly contested Yellow-Green Government undertake finalistically differential “lanes”. Unequal treatment? Not at all. Only institutional balance, albeit not understood by the secretary of the League Matteo Salvini who, even wanting to concede everything in terms of pure and simple "opportunity", seems destined to have to pay dearly for his adhesion to the Government of National Unity.

Basically, if this was his way of gaining a certain parliamentary weight on the newly formed executive and thus claiming the possible results pursued in that forum, then, at this point, he must acknowledge, once and for all, that the intent has failed miserably. Also because, it must be said, the impact of all parties, and not only of the League, on the executive's activities is now reduced to a minimum since the collective decision-making and decision-making body is undoubtedly the Council of Ministers.

The verdict is rendered: Quota 100 must be canceled, albeit gradually; and Mario Draghi, in spite of himself, since it has been a provisional three-year "measure" (Quota 100) since its introduction, the burden of having to justify the "return" (so to speak) to the Fornero Law in reality continuously operating.

Quota 100, unlike what many have desperately wanted to believe, even if you don't see how, never had the structural character typical of an authentic Pension Reform: it was a temporary, early retirement, and moreover penalized, which will diminish at the end of the year 2021. The only claim, as Matteo Salvini seems to support, that without Quota 100 we return to the mechanisms of the Fornero Law, therefore, is nothing short of intellectually dishonest. Mario Draghi, whether we like it or not, will only do what needs to be done: first, because the promised renewal must necessarily go hand in hand with the erasing of any memory of what was the experience of the Yellow-Green Government; therefore, because, clearly, among the various needs to be satisfied, there is also that inherent in the offer of a governmental alternative finalistically oriented to the overcoming of sovereignties in whatever declination they intend to manifest themselves; finally, because the categorical imperative, and the figure, of Mario Draghi's political action is substantiated in the idea of future planning without having to chase the immediate interest of a present and uncertain compromise.

But, beyond any political evaluation in the strict sense, there is only one indisputable truth which summarizes all the reasons for the failure of the unprecedented, as well as trivial, retirement channel: that is, on the one hand, that for which that same the same measure affected only a small minority of workers, even creating an evident inequality of treatment with those who, not being in possession of the “arbitrarily” required personal and contributory requirements, continued to suffer the effects of the very hateful Fornero Law; that is, on the other hand, that for which Quota 100, far from favoring the generational change in the labor market, seems to have only emptied the employment basin by canceling any hypothesis of rational and rationalized turn-over. The flop is evident, and the sooner Matteo Salvini resigns himself to accepting it, the sooner the bitter memory of a government experience will be overcome which, in fact, resulted in the beginning of its gradual decline.

On the contrary, the Reform of Citizenship Income presents itself in the presence of Italians as the flagship of the "Premier" to be, once again, and more effectively, a "measure to combat poverty" in a historical context where the needs linked to economic restart, and more generally to social reconstruction, seem to represent, and actually represent, the priority. Although this "measure" has failed in the past in its secondary intent, that relating to employment, however, to date, through appropriate adjustments, and according to the assessments of the President of the Council of Ministers, it can still pursue that original intent through a reform design characterizing active labor policies and social safety nets. It will be sufficient to extend the audience of beneficiaries and make their effects more homogeneous, as well as to modify their entry mechanisms into the world of work. It is clear that this state of affairs, with all due respect to those who want to believe in a stay of Mario Draghi at Palazzo Chigi, has determined, and will continue to determine, violent shocks within the current majority of the government which, even to want to grant everything , seems to favor the great center-left coalition, if only for its undisputed organic compactness. It will now be a question of considering and evaluating the short and medium-term effects of the interventions of the President of the Council of Ministers and the effects that will be suitable for generating the future of party formations. Citizenship Income and Quota 100 are not, in fact, pure and simple economic "measures". They are the significant expression of a precise portrait of the government whose results have resulted in the "cancellation" of every "passage" of the Lega di Matteo Salvini condemned to the opposition regardless of its circumstances.
