The prefects, the document reads, "will have to identify specific sensitive urban areas, of particular interest for the orderly development of community life, which may be subject to a temporary ban on public events for the duration of the state of emergency due to of the pandemic situation ".

The no vax and no green pass demonstrations, while "representative of the right to express dissent, are causing high critical issues in terms of public order and safety, as well as on the free exercise of other rights, also guaranteed, such as, in particular those relating to the performance of work activities and the mobility of citizens, with particularly negative effects in the current phase of gradual recovery of social and economic activities ".

The Provincial Committee for Public Order and Safety will evaluate the different situations, also "thanks to the contribution of the mayors", as well as the "criticality profiles likely to characterize certain places in the urban fabric of the city, in light of the epidemiological trend ".

In order to ensure the most effective protection of public order and safety, the directive notes, "certain events may be held exclusively in compliance with specific restrictive procedures, for which, for example, a static performance may be ordered in place of the dynamic one, that is, the regulation of suitable routes to preserve nerve centers urban areas ".

The commissioner, he adds, will also be able to evaluate "any other prescription aimed at complying with anti-contagion measures". These could include, for example, the obligation to wear a mask and the prohibition of gatherings.

In fact, Lamorgese underlines how during the demonstrations "there is often a level of non-compliance with the provisions for the prevention of contagion, with a potential danger to the health of citizens".
