Green light from the Chamber of the Chamber to the Maneuver. The text was approved in Montecitorio with 197 votes in favour, 129 against and two abstentions . Now it passes to the Senate, which will examine it with an armored procedure from December 27th.
"It's like airplanes, when there's a bit of turbulence the important thing is to land," said Economy Minister Giancarlo Giorgetti .
The amendment to include the Youth Culture Charter in recent days had in fact excluded the funds for the purchase of Villa Verdi by the State, for which Minister Gennaro Sangiuliano pledged to save it a month ago. Thus the government, close to the night marathon in the Chamber, has included the residence that belonged to the composer among the indifferent needs: and 20 million euros have been moved from the fund of the Ministry of Economy to that of Culture , modifying one of the attached tables to the provision worth a total of 35 billion euros.
For Giorgia Meloni the first exam is largely passed. "It's a maneuver in a difficult moment, it doesn't work miracles but it helps many people," says Deputy Prime Minister Matteo Salvini.
The Democratic Party speaks of a "cowardly" maneuver . Even harder Giuseppe Conte: «The slogan of the majority contained an error. It wasn't "we are ready" but "we are ready"» . From the Third Pole Luigi Marattin speaks of « a level of approximation and incapacity never seen before ». Green-Left Alliance stigmatizes the "12 amnesties" and promises to appeal to the EU against the law on hunting in the city. In fact, the maneuver opens up the killing of wild animals in cities (particularly wild boars) for reasons of road safety . And if the analyzes are ok, the animals can also be eaten.
But here is a summary of the measures of the maneuver, in which a large part of the funds allocated is dedicated to expensive energy.
ENERGY - Funds to support households and businesses covered thanks to the budget variance for 21 billion. Cutting of the improper costs of bills for everyone and a strengthened social bonus (the Isee ceiling goes from 12 to 15 thousand euros) for the poorest groups.
CUT OF THE WEDGE - Contribution exemption of 2% confirmed for incomes up to 35 thousand euros. The cut rises to 3% for lower incomes: the 20 thousand euros set in the maneuver exiting the CDM rise to 25 thousand euros. Productivity bonuses up to €3,000 are taxed at 5%.
FLAT TAX - For self-employed persons and VAT numbers, the flat tax is extended to incomes up to 85 thousand euros and an incremental flat tax arrives at 15% with a deductible of 5% and a maximum ceiling of 40 thousand euros.
TAX TRUCE - There are ten different methods of regularization envisaged by the maneuver for the so-called tax truce, from the removal of files up to one thousand euros to the facilitated definition on automated checks of the declarations to the special repentance of tax violations.
FINES - Municipalities are allowed not to apply the removal of folders and fines.
SALVA-SPORT - National sports federations, sports promotion bodies, associations, professional and amateur clubs will be able to pay suspended payments in 60 installments, with a 3% surcharge.
POS AND CASH - Skip the 60 euro ceiling within which merchants could have refused card payments without penalties. To mitigate the costs of the commissions borne by the smaller merchants, a permanent table is set up and, in the event of no solution, an "extraordinary contribution" is triggered. From January 1, the ceiling for cash rises to 5,000 euros.
YOUTH CARD - The push towards cultural consumption for the young adults remains, but for those who turn 18 in 2023, it changes its face with respect to the Renzian bonus. The App18 is divided into two cards, which can be combined, which assign children 500 euros each: one for those with a family ISEE up to 35 thousand euros and one for students who graduate with honors. Those born in 2004 will benefit from the bonus in the original version.
CITIZENSHIP INCOME - For employable workers, the citizen's income will be paid in 2023 for 7 months. The others (nucleuses with minors, the elderly or disabled) will continue to receive it until the end of the year pending an overall reform. The majority wants to undermine the principle of fair labor supply, but will have to adjust the measure again to guarantee the squeeze. Instead, the tax relief for those who hire income earners rises from 6 thousand to 8 thousand euros. Food income is established for those in absolute poverty.
PENSIONS - In 2023 it will be possible to retire with 41 years of contributions and 62 years of age (quota 103). An incentive is foreseen for those who remain at work. Change Women's option, which rises to 60 years (reducible by one year for each child and up to a maximum of 2 years), but only for three categories of disadvantaged workers. The minimum pensions rise to 600 euros for the over 75s.
INFLATION AND SOCIAL CARDS - VAT reduced to 5% for baby products and feminine hygiene products (tampon tax). Here comes the social card for low incomes up to 15 thousand.
LEAVE AND ALLOWANCE - Increase the family allowance for households with four or more children; parental leave will be 80% for an additional month within the sixth year of age, even for fathers.
SMARTWORKING - For fragile workers, smart working, both in the public and in the private sector, is extended until 31 March.
INFRASTRUCTURE AND NARROW BRIDGE - Funds are arriving for various infrastructures. And a push for the Strait Bridge, reactivating the Strait of Messina company.
SALVA-CALABRIA - 440 million are going to Calabria, spread over four years, to prevent and mitigate hydrogeological risk.
AUTONOMY - A control room at Palazzo Chigi will establish the Lep (essential levels of performance) in six months, the first step of differentiated autonomy. After another six months, the consequent ministerial decrees must be produced. If the times are not respected, a commissioner arrives.
