«The so-called maneuverable mass of the 2025 Finance Bill is around 300 million euros , despite the overall budget reaching 10 billion ». This is the first number of the regional accounting document illustrated today on Radiolina by Giuseppe Meloni , the councilor for Programming and vice president of the Council. The Democratic representative of the Executive was a guest of “A tu per tu”, where he also spoke about healthcare, the majority's work in this first year of the legislature, cuts from Rome and the privatization of airports. The 300 million of "maneuverable mass" are what remains of a budget that has been blocked by healthcare, whose costs have been entirely borne by Sardinia since 2006, together with transport (this was the Prodi-Soru agreement at the time of the opening of the Revenue Dispute). Add to this the coverage of salaries and multi-year programming commitments. All things considered, the money that can actually be spent is just 3% of the budget . The Sardinians' right to healthcare alone "weighs" for four billion euros, a figure that continues to rise year after year. And when asked specifically about the possibility of a cut, the assessor said: "Healthcare, which requires continuous resources, represents a central challenge in the regional budget. Certainly, there are tangible resources, such as the fund for essential levels of assistance. It is necessary to improve the quality of services rather than reduce funding. The reforms in the health sector, although they have not immediately transformed the services, are to be considered a first step to rebuild a more efficient system, especially in light of the cuts imposed by Rome". Meloni, still on the maneuver under examination by the Regional Council in these days, admitted: "It is not easy to program 300 million to implement the Regional Development Plan, which makes careful choices that must be planned over time indispensable". Among the priorities of the majority, "education and support for families in difficulty, also through the increase in allocations for the Reis, the Sardinian citizen's income".

Meloni then explained that Rome has started to give «the 100 million per year as compensation for the principle of insularity included in the Constitution, but the infrastructural gaps of our Island are infinitely greater and would make it necessary to transfer much higher sums than those agreed with Sardinia and Sicily». Then the passage on the 3.5 billion Development and Cohesion Agreement that President Alessandra Todde signed in Cagliari last November together with Prime Minister Giorgia Meloni . «These are resources outside the regional budget. They are linked to projects already underway, but not yet available to the Region because the final resolution of the CIPE (Inter-ministerial Committee for Foreign Economic Policy) is still missing. However, the entire sum will not arrive ex novo: the 3.5 billion include previous administrative surpluses. Our task will be to manage them in the best way, in order to integrate the 2025 programming».

The budget will be approved with a four-month delay, a time during which the Region, by law, is in provisional operation, with spending in twelfths. The vote will come either before Easter or immediately after. Everything will depend on the agreement with the opposition that Meloni prefers to call "understanding". In any case, the approval of the maneuver was postponed to April because Todde imposed a different calendar on his allies, giving priority in the summer to the law on suitable areas and at the beginning of the year to the health reform. "I wouldn't say it was bad management, but rather having put a lot of irons in the fire, because there are numerous emergencies in Sardinia. And the guarantee of the right to health of the Sardinians is the most important one". Looking to the future, Meloni concluded: " It will take years to see concrete results. Especially in health and transport, the path to improving services is long and requires punctual management of times and spending control. We want to measure consensus starting from the quality of the services that the Region provides. Only with courageous choices will we be able to build a better future for Sardinia".
