The 2024 Budget Law developed by the Meloni Government is coming to the Chamber for consideration.
The Budget also includes benefits for families and workers, as well as the extension of early retirement measures.
Below is the detail.
NEW BIRTH BONUS - "In order to encourage births and contribute to the costs of supporting them", the measure includes a one-off "new birth bonus" of 1,000 euros for each child born or adopted from 1 January 2025.
The amount, paid in the month following the month of birth or adoption, does not contribute to the formation of income and is paid to the children of Italian citizens, citizens of an EU State or a non-EU State in possession of a European residence permit for work or research reasons of at least six months.
The condition is that the family unit has an ISEE lower than 40,000 euros per year. The cost is 330 million in 2025 and 360 million in 2026.
MOTHERS' BONUS - The Budget also includes the Mothers' Bonus, even with two children, extended to self-employed workers but with an income ceiling of up to 40 thousand euros. Workers who have not opted for a flat-rate regime will be able to benefit, if they have two children, from a tax relief until the youngest child reaches the age of ten and, in the case of mothers with three children, until the youngest child reaches the age of 18. The exemption, within the spending limit of 300 million euros per year, is only applicable if the salary does not exceed 40 thousand euros per year.
NURSERY BONUS – The nursery bonus expected to start on 1 January 2024 for families with an ISEE of up to 40 thousand euros has been extended to everyone (and no longer just those who have another child under 10 years of age) and made structural. 97 million euros have been allocated to support the measure for 2025, 131 million euros for the year 2026, 194 million euros for 2027, 197 million euros for 2028 and 200 million euros per year starting from the year 2029. The exclusion of the single allowance from the ISEE calculation for the request for the benefit has also been confirmed.
HOME BONUS – As for the Home Bonus, it drops to 36% for expenses incurred for renovations in 2025 and to 30% in 2026-2027 for second and third homes, but remains at 50% for another year in the case of interventions on the first home.
WORKERS' BONUS - The mechanism that allows for the strengthening of employees' paychecks up to 40 thousand euros has changed, extending the effects previously foreseen up to 35 thousand euros with the reduction of the contribution wedge. The first regulatory article of the budget law confirms the current Irpef rates and raises the basis of the deductions on work from 1,880 to 1,955 euros. It then provides, up to 20,000 euros of income, the recognition of a non-taxable bonus that varies according to earnings: 7.1% up to 8,500 euros, 5.3 percent between 8,500 and 15,000 euros, 4.8 percent between 15,000 and 20 thousand euros. Once this amount is exceeded, a mechanism of additional deductions is introduced that must be recognized on the pay slip: 1,000 euros between 20,000 and 32,000 euros, and then a decalage up to 40,000 euros.
PSYCHOLOGIST BONUS – The government has also committed to making the psychologist bonus “structural”, increasing the resources available and raising the maximum amount a citizen can request to cover expenses incurred to 1,500 euros.
"The psychologist bonus - explained Prime Minister Giorgia Meloni - is part of a broader action that the Executive is carrying out and which aims to make the structures and services of care in the territory more solid and more capable of responding to people's needs, and to promote the diffusion of the culture of mental health, on which too often unbearable prejudices still hang. This work also includes the allocation of 300 million euros for the strengthening of social services with psychologists, pedagogists and educators".
PENSIONS – As regards pensions, the measures have been extended for 2025
of flexibility in exiting Quota 103, Ape Sociale and Option Woman. The rules are those
introduced with the Budget Law for 2024. It will be possible to retire with Quota 103 having accrued 62 years of age and 41 years of contributions and having waited for the sliding window equal to 7 months for private sector workers and 9 months for those in the public sector. The calculation of the benefit will be entirely contributory and until reaching old age the maximum gross benefit cannot exceed four times the minimum pension treatment (2,394.44 in 2024).
