In the new Autonomy, the hypothesis, advanced by technicians, of an indicator of the "cost of living" in the various territories of the country appears, which could clearly differentiate the funding of the Regions for health, transport and school. This is enough to trigger the reaction of Minister Roberto Calderoli, for whom "the definition of standard needs is up to politics and not to the Committee", says the minister referring to the working group chaired by Sabino Cassese and charged with developing a procedure for defining the needs of the essential levels of performance.

Words, said in the commission on federalism, perhaps crucial at this moment, given that the proposals to quantify the resources needed to finance the regions have just arrived on Cassese's table. The jurist in these hours is busy putting under the magnifying glass the ideas also formulated by the technical commission on standard needs (Ctfs), led by Elena d'Orlando, a jurist close to the Veneto governor Zaia and appointed by Palazzo Chigi.

From these meetings a draft will emerge to be submitted to the government where - according to press leaks - among the hypotheses there is that of taking into account a series of differential indicators between the various regions in which the one on the cost of living would therefore stand out. And this is the point that is most discussed: the regions of the South, where spending is lower, could in this case receive less funds than those of the North.

On this issue, Cassese has currently taken refuge behind a "no comment" , not denying for now the rumours that the technicians are inclined to also consider the average of the expenses faced in the different territories - including for example the salaries of health, school and transport personnel - in reference to the place where they live.

Meanwhile, Minister Calderoli has reported that four Regions - Liguria, Lombardy, Piedmont and Veneto - have submitted a request to start negotiations for matters that do not concern the Lep (including the organization of the justice of the peace, international relations and with the EU, foreign trade, professions and Civil Protection). In his hearing before the parliamentary commission on federalism, the minister confirmed that "the government's orientation is to carry forward in parallel and in a coordinated and harmonious manner the implementation process of fiscal federalism, essential levels and differentiated regionalism. The government's vision is a unitary one of the Title V of the Constitution", added Calderoli, underlining again that the PNRR indicates the completion of the planned fiscal federalism as one of the system objectives of the Plan, whose deadline is the first quarter of 2026.
