The 2027 Budget is taking shape with changes to taxes, employment, families, and housing. Here are the measures being considered by the government.

Thirteenth salary less taxed

One of the most debated topics concerns the thirteenth salary. The idea is to reduce taxation on the additional monthly payment. Among the proposals circulating is one (from Forza Italia) to achieve a total tax exemption.

Irpef cut for the middle class

A new personal income tax (IRPEF) measure is on the table. The government's proposal is to extend the 33% rate from incomes up to €50,000 to €60,000. This measure would be in addition to the reduction already planned for the second bracket: starting in 2026, the rate has been reduced from 35% to 33% for incomes between €28,000 and €50,000.

Flat tax for VAT numbers

Among the options is a change in the taxation of VAT numbers. Discussions are underway regarding an increase in the flat tax on self-employed workers earning up to €100,000. One of the proposals on the table concerns young people and aims to introduce a 5% flat tax on salary increases.

Bonuses and incentives for the home

Housing is another aspect of the budget. Among the options under consideration are measures to facilitate access to housing, particularly for young people, and tax measures related to rent. Also under discussion are a possible reduction in VAT on rent for young people and a rent bonus of up to €500 per month for separated parents forced to leave the family home with dependent children.
